Background Over the past decade the understanding of, and commitment to, gender mainstreaming has enlarged considerably within the United Arab Emirates. In this regard, the UAE Gender Mainstreaming Initiative was launched in March 2006 under the directives of Sheikha Fatima Bint Mubarak, Mother of the Nation and Chairperson of the UAE General Women’s Union (GWU). This Initiative comes as part of the UAE’s impressive moves towards enhancing good governance and gender empowerment and is implemented through the UAE’s umbrella women’s organisation, the GWU, in cooperation with the United Nations Development Programme (UNDP) in the UAE. Nevertheless, few constraints remain, to be addressed including inadequate understanding of the linkages between gender perspectives and different sectors and competence development programmes in the different federal and national authorities. Duties and Responsibilities To that end, and following the success of the former collaboration between the esteemed organizations, the GWU seeks to issue knowledge products (booklets) serving as a manual/ reference guide for federal and national institutions, private sector and civil society organizations on how to integrate the gender perspective. Under the guidance and supervision of UNDP regional gender advisor, a consultant would be contracted to produce the booklet. GWU and UNDP have specific roles in the successful implementation of the project. UNDP will coordinate and ensure the implementation of the project, provide technical support and coordinate with UNDP Regional Hub for advocacy and technical assistance. The expected duration of the assignment is 20 days over a period of 5 weeks, whereas the consultant shall participate in a stakeholder’s consultation meeting in the United Arab Emirates (approximately 3 days). Deliverables: The Senior Consultant will be responsible for the formulation of the first UAE booklets serving as a manual/ reference guide for federal and national institutions, private sector and civil society organizations on how to integrate the gender perspective. The consultant would be contracted to draft the booklet aiming at representing a key reference to authorities from different sectors by providing a better understanding of how to advocate Gender mainstreaming in the UAE. The booklet should include the following: A historical overview and analysis of gender equality in UAE in 43 years; Competencies excellent communication and ‘people’ skills. Required Skills and Experience Education At least a Master’s degree in Political Science, International Relations, Development Studies, Sociology or any relevant area. Required Skills and Competencies Not less than 10 years of relevant working experience. Fluency in Arabic and English Payment will be paid upon submission of a final draft of the booklet. UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.
The UAE Liaison Office for the Gulf Cooperation Council (GCC) was inaugurated in 2016 to focus on 3 areas in terms of its mandate. These include advocacy for UN Women to drive its global mandate, resource mobilization for UN Women programs globally, and coordination of partnerships to drive the work and strategic priorities of UN Women in the GCC region. The office acts as a liaison between UN Women globally and stakeholders in the GCC from the private sector, government, academia and non-profits. The office reports to UN Women global headquarters.
Under the supervision of the Head of the Liaison Office, the Operations Associate works in close collaboration with the Liaison Office team and Head Quarter Offices and most directly with Resource Mobilization Section, Division of Management and Administrative Services and Human Resources to exchange information and ensure consistent service delivery of the Annual Work Plan of the UN Women Liaison Office for the GCC.
Duties and Responsibilities
Provide Administration and operational support:
- Review the quality and timeliness of services provided by reference to corporate standards and by reference to standards/indicators established within the office, In collaboration with the Liaison Office team;
- Carry out business processes mapping and establishment of internal standard operating procedures in Finance, Human Resources Management, Procurement, logistical, and ICT services;
- Provide recommendations to ensure compliance of operations with UN Women rules, regulations and policies, implementation of corporate operational strategies, establishment of management targets and monitoring of achievement of results;
- Participate in UN Operations Management Team for effectiveness, efficiency, coherence and impact of UN operational activities;
- Work closely with the HQs on follow-up to audit recommendations and observations related to administration and operations.
Provide budgetary and financial administration support:
- Ensure full compliance with UN Women rules and regulations of financial processes, and implementation of the effective internal control framework;
- Provide administrative and coordination support to Office Management in the budgetary planning and monitoring;
- Ensure all financial transactions are identified, recorded and verified in compliance with IPSAS as outlined in the corporate policies and procedures;
- Process travel requests;
- Review and verify accuracy and relevancy of the supporting documents for payments and financial reports;
- Maintain up to date and accurate data in Atlas and take timely corrective actions on erroneous data;
- Ensure that all supporting documents on financial transactions are secured and properly filed.
Provide Human Resources Management support:
- Provide administrative support to human resources activities such as processing documents for recruitment and engagement of consultants and leave management overview in full compliance with corporate human resources policies and strategies;
- Provide administrative and coordination support contract management including appropriate use of different contractual modalities;
- Help ensure proper administration of staff benefits and entitlements and ensure staff is advised on request on entitlements;
- Follow up on performance planning and review compliance requests and reporting as well as disseminating information on learning.
Provide Procurement and Logistical services support:
- Ensure full compliance of procurement activities with UN Women rules, regulations, policies and strategies; implementation of the effective internal control, proper functioning of a client-oriented procurement management system;
- Prepare procurement plans for the office and support their implementation monitoring;
- Review of procurement processes including submissions to the Procurement Review Committee;
- Organize joint procurement processes for the UN Agencies in line with the UN reform;
- Ensure proper management of UN Women assets, facilities and logistical services;
- Identify and promote different systems and applications for optimal content management, knowledge sharing, information provision and learning including e-registry, web-based office management systems, etc.
