Overview / Job Description

Under the overall supervision of the Director of the UNESCO Doha Office for Gulf States and Yemen, the incumbent will provide technical support, implement and report on UNESCO’s projects and activities related to the Natural Sciences sector. In particular, s/he will be expected to perform the following responsibilities:
•    Implement programmatic activities and initiatives in the region, consistent with those identified by Member States and partners.
•    Provide programme and project support including backstopping, technical, financial and human resources management, coordination, reporting, etc.
•    Follow-up on ongoing resources mobilization efforts and outreach, in close consultation with colleagues at HQ, through identification of potential funding sources, establishing contacts and pursuing negotiations with national stakeholders and/or regional partners.
•    Maintain collaborative relationships with governmental entities, National Commissions, intergovernmental and national committees,
•    Pursue opportunities for inter-sectoral and inter-office cooperation by liaising with concerned staff and other stakeholders at UNESCO and external partners in order to maximize resources and further the programmatic agenda.
•    Provide written inputs as required by the coordination and communication teams at the Doha Office (e.g., Director’s talking points, regular briefing to colleagues both at office and HQ levels, MoM, speeches and remarks, communication materials, etc.)
•    Participate in joint programming exercises and UN Country Teams working groups in line with the United Nations Sustainable Development Country Frameworks (UNSDCF).
•    Undertake other duties as required by the Director of Office.

REQUIRED QUALIFICATIONS

EDUCATION
•    Advanced university degree (Master’s or equivalent) in the field of Natural Sciences; water, engineering, environmental sciences, biology, marine science, ecology, etc.
PROFESSIONAL EXPERIENCE
•    Minimum 5 years of relevant professional experience in the field of the earth sciences, ecology, biology or any related filed.
•    Proven experience coordination, programme management and in designing and implementing programmes/projects, as well as demonstrated expertise in a particular field in natural sciences.
•    Experience working with a wide range of stakeholders; from government entities to NGOs and CSOs.
•    Good knowledge of the United Nations system and processes. Previous experience working with UNESCO is an asset.

BACKGROUND
Under the overall authority of the Director of the UNESCO Office for the Gulf States and Yemen and direct supervison of the Project Oficer for Cultural Development, the incumbent will contribute to the implementation of the project “Youth Employment through Heritage and Culture in Yemen” (hereafter referred to as “the project”).

The overall aim of the Project is to contribute to improving livelihood opportunities for women and youth in Yemen through jobs creation in heritage rehabilitation and cultural industries. Specific objectives are to support at least 6,000 youth in rehabilitation sector and 2,000 in sustainable cultural entrepreneurship, contribute to social cohesion, peacebuilding and promotion of cultural heritage in Yemen. Employment opportunities will be generated through rehabilitation of historic urban centers in different governorates, and support to small and medium enterprises and CSOs active in various sectors of the cultural and creative industries. By creating jobs in the preservation of cultural heritage and creative industries, the intervention will reach young people and contribute to peacebuilding because young people are societal actors that have the potential and capacities to engage and lead actions that will promote peace and sustainable development in their communities. The promotion of arts and culture throughout the project will play an important role in restoring cultural identity, peacebuilding and recovery, as well as rebuild trust in local communities.

The incumbent shall contribute to implementation of activities/projects related to cultural development, culture and creative industries and communication.

MAIN DUTIES AND RESPONSIBILITIES
The incumbent shall contribute to the implementation of the project “Youth Employment through Heritage and Culture in Yemen”. Specifically, the incumbent shall:

Contribute to the establishment, management and monitoring of contracts and relationships with multiple implementing partners covering the range of expertise in the field of creative industries, in compliance with the rules and regulations of UNESCO
Assist the Project Officer for cultural development to plan and coordinate all activities relating to the implementation of the project, according to the established workplan.
Assist in developing relevant project monitoring and evaluation tools and resources to support implementation of the CCI components and capacity-building activities.
Assist in organizing stakeholder meetings, capacity building workshops, steering committee meetings, public and awareness raising events.
Liaise and facilitate consultation between the relevant government authorities in Yemen, CSOs, suppliers, individual experts and local community stakeholders as required and necessary.
Contribute to preparation of relevant employment strategies, collect data and prepare relevant statistics on employment figures
Facilitate information sharing amongst stakeholders and partners, prepare briefings, reports, communication and other relevant documents and materials.

Years of relevant work experience

Language requirement

The incumbent shall contribute to the implementation of activities/projects by providing administrative and support services to the project team.

The incumbent will be based in Doha.
MAIN DUTIES AND RESPONSIBILITIES
Under the overall authority of the Director of the UNESCO Office for the Gulf States and Yemen and direct supervision of the Project Manager, and in cooperation with the overall team of the project in Doha and in Yemen the incumbent will provide a series of administrative support services in compliance with UNESCO Rules and Regulations, practices, standards and procedures. Essential responsibilities include:

  • Perform a range of administrative tasks to facilitate the implementation of the Cash for Work Project in Yemen, including searching for, collecting, and elaborating comprehensive administrative and financial documents (estimates, financial offers, technical proposals, background papers, budget tables, etc.)
  • Assist in editing a wide variety of contracts using existing templates, including by helping define services to be delivered, preparing calls for proposals and requesting quotations in English, conducting a thorough evaluation of proposals as per the set criteria and needs;
  • Assist in the budgetary monitoring of the Project and produce a variety of financial reports and statistics, including extracting data and information from the automated financial and programmatic systems (FABS; SISTER etc.) and preparing standard reports.
  • Assist in ensuring that the implementation of the Project is fully in line with UNESCO’s rules and regulations (Fairness, Effectiveness, transparency, and effective competition) so as to obtain the best value for money, optimize costs and meet programme quality requirements;
  • Explain UNESCO/EU agreed on procedures to the local coordination team in Yemen and partners, follow up on contractual initiatives as well as on outstanding matters, verify and provide information on budgetary transactions compliance, review requests for payments, contractual and remaining obligations;
  • Assist colleagues in planning travel/missions; keep track and follow-up to ensure timely submission and liquidation of open commitments.
  • Keep track of project assets, maintain inventory records, and report.
  • Draft correspondences, emails and type a variety of notes to documents and transmit administrative information’s, and maintain adequate filing.
  • Assist in ensuring timely reporting to the donor on the administrative and financial components of the project.
  • Maintain leave record of colleagues in Yemen and liaise with the UN counterparts for day-to-day operation of the project office in Yemen

CONDITIONS OF EMPLOYMENT
