Overview / Job Description

Position Definition:   Provides technical and clerical assistance to Collector of Revenue in the billing, collecting, and crediting of taxes and related billings or charges; and performs lead clerical collection work in a functional collection area such as personal property, real estate or motor vehicles.

Supervision Received:  Receives general supervision and oral or written instructions from the Collector and Assistant Collector of Revenue.  Plans and organizes work according to standard office procedures..

Supervision Exercised:  None.

Examples of Essential Duties:  Performs responsible clerical accounting work in the functional areas of billing, collection, and record-keeping.  Maintains financial records, including receiving, verifying and crediting of taxes and any special assessments and charges.  Issues receipts for over the counter collections.  Balances daily receipts to collection records.  Prepares and enters tax information, including tax bills and rate book information, into automated revenue system through personal computer.  Recommends improvements to collection system as needed.  Perform arithmetic calculations, requiring absolute accuracy in examining, verifying, and correcting taxes, and interest amounts.  Performs detailed clerical accounting work in a functional collection area, such as personal property, real estate or motor vehicles.  Organizes work to assure timely update of current and delinquent accounts.  Prepares and sends tax lien and delinquent notices.  Searches land records to assure accuracy in lien notes.  Balances and reconciles Rate Books.  Provides information and assistance to members of the general public, including information on state tax laws.  Reports work accomplished to the Collector.  Performs other related duties as assigned.

Examples of Incidental Duties:  Works closely with Assessor’s office in receiving, updating and verifying information.  Screens and refers incoming mail.  Regularly uses office equipment including computerized cash register, calculator, computer, typewriter, and photocopy machine.  Composes routine correspondence and other materials without instruction.

Knowledge, Skills and Abilities Required:  Ability to apply principles of bookkeeping to solve practical problems with several concrete variables from standardized situations.  Ability to interpret a variety of instructions furnished in written, oral, or schedule form.  A working knowledge of tax laws and assessment terminology.  Knowledge of bookkeeping and record keeping procedures.  Ability to acquire skill to operate automated collection system.  Ability to perform complex arithmetic computations with a high degree of accuracy.  Ability to accurately process paperwork according to standardized procedures.  Ability to work independently.  Ability to deal effectively with staff and members of the public.

Minimum Qualifications Required:    The knowledge and skills required would generally be acquired with graduation from high school and one year of responsible clerical accounting or bookkeeping experience or equivalent.

Physical Exertion/Environmental Conditions:  Performs most duties in an office environment.  Some degree of stress involved in public contact.

License of Certificate:   CCM certification required within three years.
