Overview / Job Description

The role is accountable to the Head of Logistics HSE, with responsibility for maintaining, monitoring and controlling HSE implementations within all NOC Logistics operations (Aviation, Marine, Port & Supply Base operations).

JOB DIMENSIONS:

Within the framework of NOC’s HSE and Logistics HSE management systems, standards and guidelines the job holder is responsible for the planning, coordination and execution of the Logistics HSE program and activities.

ACTIVITIES:

     HSE Referential

  • Reviews implementation of the company HSE rules within the logistics perimeter.
  • Maintains awareness and ensures compliance with all relevant statutory and company HSE standards. · Develops and implements HSE related procedures for the Logistics department.
  • Develops HSE training requirements for Logistics.
  • Focal point for Logistics HSE CMS, Synergi, E-Observation, deviations and HSE referential.

HSE Activities

  • Coordinate and monitor the HSE activity within the logistics perimeter.
  • Promote HSE culture on site, coach crews and other personnel as required in safe behavior and best practices.
  • Participate in CTA of logistics incidents and follow up action plans.
  • Support HSE audits within the logistics perimeter.
  • Ensure all contractor documentation related to HSE is reviewed, their HSE management systems are followed including emergency preparedness response, environmental management and safety implementation.
  • Reviews contractors HSE Training Matrices and certification.
  • Capture and share lessons learned with internal and external stakeholders.
  • Prepare and participate in HSE campaigns for aviation, marine, port and supply base.
  • Propose action plans to close out findings and address potential areas for improvement.
  • Participate in HSE evaluation of bidder in CFT.

Reporting

  • Ensures that Logistics HSE statistics / KPI and related reports are prepared in a timely manner and in the prescribed format.
  • Ensures observation card submissions are documented and related reports are prepared in a timely manner and in the prescribed format.
  • Ensures the Logistics HSE dashboards are prepared in a timely manner with a clear objective on data accuracy.

Land Transport

  • Road Safety Coordinator for all land transportation activities of NOC company.
  • Custodian of the Land Transportation Management System in CMS and its implementation.
  • Promotes road safety culture among NOC personnel and its Contractors.
  • Coordinates Road Safety programs and campaigns.

CONTEXT AND ENVIRONMENT:

  • The role is primarily based in Doha however with frequent travel to NOC’s operating sites (Port & Supply Base), marine vessels, and contractor’s premises with occasional offshore visits.
  • This role could require extended working hours, or weekend working in limited cases, as part of rotational emergency response duty or critical matters to support offshore operations.

QUALIFICATIONS & EXPERIENCE REQUIRED:

  • BSc and/or Diploma or Certificate in Safety Management is desirable with 10 years of relevant experience in an HSE position.
  • Minimum 5 years HSE experience related to Oil & Gas Logistics with marine experience preferred.
  • Knowledge of ISO 14001 and preferable experience on internal audits and certifications.
  • Good knowledge of logistics support to offshore operations (Aviation, Marine, Port & Supply Base).
  • Familiar with specific HSE Management Systems (ISO, OHSAS, ISM).
  • Good knowledge of Land Transportation Management systems.
  • Incident investigation qualification and experience.
  • Strong communication skills for internal and external relationships including presentation skills.
  • Strong computer literacy (SAP, MS Office Suite, Project management software).

Overview / Job Description

SENIOR PROJECT ENGINEER (JOB ID: 3797)

Support E&C Engineering Head on technical subjects.

Responsible to manage the delivery of Well connections, Workovers and other Brownfield projects engineering studies.

Oversee the various interfaces with CPY stakeholders, PEs, Engineering, Planning, DCC, Project Control teams within E&C and 3rd parties to allow for the timely delivery of the engineering dossiers.

Oversee the activities of ENGINEERS, ensure delivery of studies as per PO requirement, confirm progress and invoicing.

Ensure due process leading from RFQ preparation to Engineering Completion.

Ensure that assigned projects are diligently managed as per statement of requirement (SOR) & Contractual requirements.

Ensure that the projects are executed in the highly safety manner, quality conformance and within schedule and budget.

JOB DIMENSIONS:

Manage engineering activities within E&C related to an engineering portfolio of projects.

Manage the tendering process through RFQ via the Engineering Frame Agreement, carry-out studies from pre-FEED technical assistance to FEED and Detailed Engineering.

Support Engineering Head to technically manage and coordinate the Engineering Services, monitoring and reporting tasks.

ACTIVITIES:

Deliver leadership in the application of NOC HSE and Safety Engineering rules and specifications.

Timely identification of scope and deliverables of all shutdown related work as well as LLI procurement.

Take leadership role in managing overall interface between CPY engineering disciplines to elaborate on the design basis and scope of work preparation for any PO, including coordination for responses to ENGINEERS during tendering/RFQ.

Ensure timely and successful placement of a PO with ENGINEERS in a competitive environment.

Participate in Design Reviews with the engineering teams and ENGINEERS including any risk sessions.

Provide technical assistance and coordination, as required to support various engineering projects, interfaces within CPY, detailed engineering delivery by ENGINEERS, shutdown activities, fast tacking scopes, interfaces with procurement, fabrication and installation offshore, and timely delivery of engineering activities to match the drilling schedule.

Support modifications proposed by Stakeholders on existing offshore facilities.

Participate in Project KOM meetings to sure that all detailed engineering requirements have been met as also related safety studies completed and technical queries / deviations where applicable have been closed.

Attend interface meeting with CPY stakeholders for respective projects.

Provide transition bridging between detailed eng and other stages of the project leading to completion, start-up and handover.

Manage site queries / clarifications and related interfaces between ENGINEERS and engineering / construction teams.

Provide technical support during Define & Execute stages including interfaces with planning, project controls and DCC.

Coordinate the different aspects of engineering and design in support of the project objectives. Take necessary actions to ensure timely review of the deliverables and completion of the work.

Review and comment deliverables, Technical Dossiers prepared by Contractors and vendors.

Prepare meetings, tracking registers and maintain a good filing system in the project folders for engineering.

Support the process of capturing and communicating lessons learned for each project where appropriate.

Carry out any other duties/projects may be assigned to him/her by the hierarchy.

CONTEXT AND ENVIRONMENT:

Complex operational interfaces with other entities of NOC in a major and large brownfield offshore environment.

Position located in Doha (Qatar) office with possible mission to project premises (Onshore / Offshore, In / Outside country). Standard office hours and 5 days a week.

QUALIFICATIONS & EXPERIENCE REQUIRED:

Qualification: Bachelor’s degree in any Engineering discipline Multi discipline engineering background with a minimum of 15 years’ experience in the project management of Oil & Gas industry developments; experience in offshore Brownfield projects is highly desirable.

Good sense of team spirit leadership, strong interpersonal and soft communication skills in multi-cultural environment.

Fluent in English – Both verbal and written.
