Overview / Job Description

Job Purpose –

Provide materials and welding technical expertise and guidance for all aspects of Jackets and Topsides design, procurement, fabrication, installation and testing to ensure that quality facilities are delivered.

– To develop and implement and approve Wleding Procedure Programs (IE WPS/PQR/WPQT) for a large large of Materials.

– To develop and implement Welding/Materials Procedures Plans and work Instructions, records etc.

– Maintain design integrity and quality requirements by monitoring specification compliance and reviewing welding and testing specifications and Witnessing/ Approving Procedure Qualification Programs (WPS/WPQR).

– Provide engineering surveillance on EPCI materials selection and welding work processes and deliverables including audit of vendor/subvendor sources and root cause failure analysis associated with Weld non-compliances, repairs, KPIs and Trends arisinf therefrom.

– Consistently complete EPCI Welding deliverable reviews within contractual time limit. (data sheets, requisition packages, Weld Procedures, SDRs etc) in line with Project requirements.

– Identify and resolve Materials/Welding Design and Construction problems to a satisfactory solution.

– Successfully execute information management requirements throughout project life.

– Apply and capture lessons learned related to materials and welding activities.

– Oversees the Contractor’s development of the required welding / material programs and deliverables within the project budget and schedule.

– Facilitates interfaces among the Contractor’s organization with respect to welding/material issues, planning, reporting, non comformances, Deviations, Lessons Learned etc.

– Provides general technical leadership, advice, and guidance as to Qatargas Welding and Materials practices and expectations. Supervise direct reports within Jackets and Topsides Quality Team.

– Reviews commenst and approves the project specifications prepared by the Contractor(s) Ensure they are in accordance with Company’s Engineering Guides and Design Practices, Codes & Standards.

– Submits recommendations based on Qatargas’s Project Welding/ Materials Specifications operating and maintenance philosophies to Project Management, EPCI, Sub-Contractors.

– Participates and Guidesin Welding Programs, Weld Test Programs, Welder Qualification Programs at Fabrication Yards, witnesses acceptances tests , review records and approves Records and Certification.

Head Of Project Risk Management

Job Purpose    
•    Delivers the risk management programme for the NFS Onshore Project.  The position will develop, communicate and implement the Risk Management System and coordinate the development and stewardship of Risk Treatement Plans for NFS Onshore Project. The Position provides guidance, coordination and subject matter expertise to project functions to ensure the implementation of the agreed risk management process within the NFS Onshore Project.

Job Context & Major Challenge(s)    
•    Understands the key project drivers, defines roles and responsibilities, develops communication protocols, identifies, contribute to the continuous improvement of Risks Management systems, processes and practices taking into account ‘international best practice’, to improve project processes. Plans, Coordinates and facilitates risk identification sessions as appropriate and develops assocated Risk Treatement Plans for Project teams.  Interfaces with all required parties to ensure alignment of process and roll-up of risks, relating to EPC Contractor and their sub-contractors.
•    The primary objective of risk management is to address threats and opportunities that have the potential to impact project execution objectives by anticipating issues, avoiding negative situations, and explointng those opportunities to improve project performance.  Embedded robust risk management practices improve project performance by avoiding surprises, reducing the likelihood of threats and increasing the likelihood of any potential opportunities.
1.    Implements and stewards the Risk Management System, procedures and guidelines for NFS Onshore Project and ensures consistency in the application.
2.    Works with key project leaders, engineering Heads/Leads, functional Heads/Leads, embedded operations resources, EPC Contractor / sub-contractors / vendor teams and other users or stakeholders to train, communicate and coach in appropriate use of risk procedures and tools
3.    Works with Head of Project Controls, Cost Leads and Lead Planners to develop a link between risks, management of change process, estimating and schedule control processes.
4.    Educates risk owners on risk management best practices and may be required to work with other risk functions in the development and implementation of risk controls.
5.    Identifies key issues, risks and decisions that have created changes or risks that may impact the project (negatively or positively).
6.    Develops a risk process to enable risk monthly reporting at the appropriate level with accurate and reliable information to support management decision making.
7.    Coaches PMT teams on risk management methodology, and to ensure it is implemented consistently.
8.    Ensures that risks are being identified, assessed, and confirm that all existing risks have been correctly identified and entered into the deployed Risk Management System through regular meetings and assement of processes within Project Team.
9.    Conducts periodic risk register reviews, and proposes risks for evaluations to the Project Leadership Team (PLT)
10.    Ensures that response action plans are developed and entered into the deployed Risk Management System.
11.    Facilitates, as relevant, risk workshops and ensure proper interface with contractors on risk related issues.
12.    Monitors global trends and developments which may have material impact on the NFS Onshore Project.
13.    Keep up to date with risk management trends and techniques.
Knowledge and/or Experience
•    Minimum of 10 years’ experience in a major project environment within the oil and gas industry, with exposure in business and risk management including project controls, cost and schedule development, tender preparation and contract management and 3 years supervising multi discipline and multi-cultural teams and as Head of Risks for mega projects.

HSE Lead Subsea Structures

Job Purpose – Provides necessary support and assistance to the NFXP Offshore Head of HSES Fabrication Yard QFAB, to ensure all aspects of the Project has the HSES Systems and processes, services and support needed to achieve project goals related to fabrication for safety, environmental and regulatory, industrial hygiene, occupational health, security and emergency preparedness and response.

1. Provide oversight and guidance for HSE / regulatory compliance / performance during the installation and hook-up phases offshore

2. Champion on-site safety awareness and safe performance with Contractor and among the Project Team; Support HSES Tool Box Meetings with Contractor’s team,

3. Monitor Contractor’s activities for compliance with Contractor approved Project HSE procedures,during installation and hook-up phases offshore, liaise with Company team, Contractor, sub-contractor, vendors suppliers as needed; develop strong working relationships with Contractor and Sub-contractor HSE personnel

4. Liaise daily with Contractor HSE Officers to ensure the effective implementation of all Project HSE&S requirements,monitor daily the Contractor’s activities and performance and report to the Head of HSE Pipelines the Safety performance and the data related to the Contractor compliance with the Financial KPIS requirements; coordinates delivery of specific HSE&S related trainings as per the Competency Matrix and ensures accurate records are maintained; monitor Contractor /Subcontractor HSE staffing and experience levels and effectiveness. Report to Head of HSE Pipelines, in case of deficiency.

5. Enhance at Project offshore locations, the risk awareness and support / monitor the Project Behavior programs by ensuring at least 90% availability on site; provide leadership and support to Contractor and Sub-contractors HSE networks with particular emphasis on less empowered and experienced HSE Officers.

6. Review with Project Package team and Contractor, at Contractor sites, the On Job Training sessions for the benefit of the workforce; Implement IIF Cards (or equivalent) and support Contractor for deployment at offshore work sites,

7. Ensure with Contractor HSE team the correct implementation of Project Life Saving Rules Program at Contractor work site and intervene, record and report to Head of HSES, when violations are observed; analyses all unsafe behaviour and condition datas and propose trends improvement actions, Perform daily inspections using “safety tools” (e.g. JSA’s Method statements, PTW, compliance check lists, Financial KPIS check (Comply/ Intervene/Care check lists);Check regularly the Actions Tracking Register and advise the HSES Head on actions closure progress,

8. Daily PTW review to ensure all PTW’s and supporting documentation requirements are fully and properly implemented; participate in incident investigation and provide information to the Jackets Project Manager and lead any incident data analysis and trends identification.

9. Ensures that any activity not immediately endangering the personnel but not in line with Contractor Project Procedures, not respecting the Country HSE Regulations and not in line with International Standards, shall be immediately communicated to Contractor HSE or Construction supervisor for immediate corrective action.

Part B: Person Specification – Minimum Requirements

Qualifications

– HSES related NVQ level 5, Nebosh National/ International Diploma in Occupational Health and Safety, or higher (BSc., PgCert, pgDip, MSc.)

– TapRooT Training

– ISO 45001 OHS Lead Auditor or similar

Knowledge and/or Experience

– Minimum of 10 years of industry relevant HSES experience,

– Experience of Fabrication yards with multilingual workers,

– International project experience with Tier-1 EPC Contractor or Client, involved in fabrication of Topsdies and Subsea Structures (i.e. greenfield and brownfield work)

– Sound knowledge of project execution process in large scale project environments (expenditure >USD 1 Bn.)

Technical and Business Skills – Strong Leadership Skills

– Excellent verbal and written English skills, confident and clear presentation development and delivery.

– Able to work with excessive work load and work under extreme pressure, keeping the team calm and focussed.
