The JPL Communications, Tracking and Radar Division performs scientific investigations, advanced technology research, engineering developments and system imple­mentations encompassing space telecommunications, tracking and active remote sensing using electromag­netic waves.

JPL’s Flight Communications Systems Section is looking for a Telecommunications Engineer to join their Communications Architecture and Operations Group.  As a member of this Group, you will have an opportunity to be involved in: communication flight system architectural design, telecom mission operations planning, telecom mission tools and analysis, and new communication technology and services.

Responsibilities

  • You will be involved in the operation of software-defined radios (smart radios).  Need to employs machine learning and big data science tools to analyze engineering data, identify anomalies, operational trending, and innovate mission operations planning and predicts.

  • Develop new telecom operations strategies for Mars Helicopters, and the future Mars Sample Return Rover.

  • Support preparation of requirements documents, interface agreements documents, verification and validation (V&V) plans.

  • Track and document mass, power and data volume specifications and budgets for the telecom subsystem.

  • Manage contingency, margins, and allocations and negotiate changes with the project. Participate in the development or presentation material and actual presentation for project review involving the telecom subsystem.

  • Support Hardware Review/Certification Requirements (HRCR) and Certificate of Flight Readiness (CoFR) reviews.

  • Support the Flight Telecom Product Development Manager in managing risks, performance error budgets, trade studies, design integration, requirements allocations, interface definition/verification, and verification & validation planning and execution for Payload Communication Subsystems (PCS).

  • Help develop the telecom subsystem test plan. Will help develop the telecom subsystem operations plan.

  • Assist in capture and documentation of nominal, off-nominal and idiosyncratic telecom subsystem modes and corresponding telemetry that are passed forward to telecom operations development team.

  • Support the research and development of new flight telecom and radar technologies.

  • Propose new work in communications, signal processing, radar and systems in related fields, often by partnering with other groups within Division 33, 9x Interplanetary Network Directorate, 4x Planetary Science Directorate including Mars projects, as well as academic and industry partners.

  • Develop and update tools to process telecom engineering telemetry and perform long term statistical analysis of results.

Qualifications:

  • Bachelor’s degree with at least one year related work experience, Master’s, or PhD degree in Engineering or a related engineering major.

  • Minimum of a 3.0/4.0 cumulative GPA.

  • Prior internship/volunteer experience in related disciplines.

  • Knowledge of industry practices and standards related to flight avionics and flight telecom design and test.

  • Strong written and verbal communication skills and ability to work in a team environment.

  • Demonstrated organizational skills.

  • Ability to collaborate with flight engineering teams involving multiple technical disciplines.

  • Knowledge of the principles of flight communications system components/technologies (transponders, amplifiers, antennas, etc.), their functions, interfaces and integration & test techniques.

  • Willingness to work closely with flight project personnel and engineers, scientists and managers throughout Division 33 and the Laboratory.

  • Strong knowledge and experience in some of the following areas: Digital signal processing, modulation, channel coding data compression, RF circuit design, software defined radios, FPGA and software development for flight, telecom component/subsystems testing and test lab equipment, flight avionics development, telecom link budgets, antenna design and performance, RF modeling and propagation, radar signal modeling and radar system design and test, protocols used in deep space, near earth, and earth communications, machine learning, big data analysis, cloud computing skills.

Desired Skills:

  • Demonstrated ability to perform and communications design and development, with specific emphasis on telecommunications flight systems, flight instrument, and non-flight instrument integration and test for JPL flight projects and/or key research and development tasks for internal and external customers. Demonstrated ability to conceive, propose and win new business.

  • Knowledge of Laboratory policies and procedures, NASA policies and procedures, and government regulations across a range of applications.

  • Knowledge of JPL Flight Design Principles and Rules and lessons learned as they relate to telecommunications and/or radio science subsystems for flight applications

  • Experience architecting telecom systems including concept, architecture, design and requirements

  • Direct flight mission telecom system engineering experience

  • Experience working on flight proposal teams

  • Experience working on telecom or radar research and development teams

  • Experience with flight telecom subsystem testing.

  • Experience with software and/or firmware development and test

  • Experience with digital modem or signal processing development and test

  • Experience with Deep Space network telecom and radiometric signaling standards and protocols

  • Experience in automation, machine learning tools, and scripting languages such as Python.

  • Cloud computing skills since a lot of data we use is increasingly being automatically stored in the cloud. This includes stack knowledge such as AWS, OpenStack or Azure; understanding cloud architecture.

  • Experience in MySQL Database Service

  • Develop and update tools to process telecom engineering telemetry and perform long term statistical analysis of results.
