The British Embassy Doha is part of a worldwide network that represents political, economic, security and consular interests overseas and is now looking for a Project Coordination and Legacy Cooperation Lead, World Cup 2022, job grade Higher Executive Officer (HEO), to start as soon as possible. The Role: The UK is committed to supporting Qatar’s delivery of a safe, secure and successful World Cup in 2022 (WC22). The UK Prime Minister and the Qatari Emir have expressed a shared vision to develop a strong and multifaceted partnership to support delivery of the event. Our proposals to date encompass a wide range of Government-to-Government coordination, leveraging talent and capabilities from across Whitehall, from policing, counterterrorism, cyber security and defence to trade and consular coordination. The framework for our partnership is in place, but much is yet to still be agreed on the nuts and bolts of implementation. As the event draws closer and brings with it increased momentum, the British Embassy in Doha is seeking an experienced policy, projects and partnerships officer to further develop and implement the UK’s Great @World Cup programme of events and installations for the World Cup period.The post holder will also be responsible for working with colleagues in London to bring together the threads of our WC22 cooperation in terms of Legacy and Values cooperation post World Cup under a single implementation programme. You will drive forward progress on initiatives which have yet to materialise and spot opportunities for further collaboration, working closely with and securing the approval of UK and Qatar Government delivery partners. Higher Executive Officer (HEO)
Eligibility: Applicants must already reside in Qatar and hold the right to live and work there, including those either under spouse sponsorship or be able to transfer an existing sponsorship to the British Embassy. If sponsorship transfer is required, all sponsorship incurred fees shall be borne by the successful applicant. The Embassy cannot guarantee how much cost or time it may take for the process to complete. Working Hours and Remuneration: The British Embassy offers a competitive remuneration package, including non-negotiable salary of QR 23,572 per calendar month and transportation allowance of QR 800 per calendar month, paid in arrears. The contract will be for a full-time employment, on a fixed-term basis until 31 March 2023 subject to a probationary period. No accommodation and relocation expenses are payable in connection with this position. Conditioned working hours is 38 hours per week. Embassy working hours are 7:30 a.m. to 3:30 p.m. from Sundays to Wednesdays and 7:30 a.m. to 1:30 p.m. on Thursdays. Due to the nature of the work, some flexibility on hours will be required. The Embassy supports flexible working including working from home for some part of the working week. This flexibility will vary depending on the department’s commitments and requirements; hence, the jobholder will be expected to be able to make last minute changes to their work plans and work location accordingly. The Embassy has an active Continuous Professional Development Committee, and the whole of Post is committed to providing the time and resources for staff to develop professionally. Job Description (Roles and Responsibilities) The British Embassy Doha is part of a worldwide network that represents political, economic, security and consular interests overseas and is now looking for a Vice Consul, Grade Executive Officer (EO).
The Consular Team’s purpose is to support British people living, travelling, and working in our region by: providing high quality, accessible consular services, focused on those most in need; responding rapidly to all crises, leading cross-government action; reducing preventable incidents affecting British people through collaboration with partners and governments. Currently, Qatar is the home of choice to 21,818 British People and has approximately 4,000 visitors per year. This year sees Qatar hosting the first World Cup in the Middle East, which is also the first World Cup in the winter and the first hosted in one city, Doha. The World Cup will be a significant event for both Qatar and the Gulf with the whole Embassy being involved. For Consular, this will mean an exceptionally busy period to ensure all visiting fans have a safe visit, working with a wider resilience team. The successful candidate will be responsible for ensuring British Nationals in Qatar receive a professional service that is effective, timely, consistent, and in line with Foreign, Commonwealth and Development Office (FCDO) guidance. This will include providing direct advice and support to distressed British Nationals and leading on high-level and sensitive assistance cases. Cases and issues can attract significant media and Ministerial interest so an eye for and an understanding of the wider political picture is also important. The jobholder will also be responsible for the local delivery of the Consular Network Business Plan and global consular initiatives, as well as the consular elements of the Country Business Plan. Reporting to the Regional Consular Manager based in Dubai, they will be required to lead, motivate, and encourage the Pro Consul to participate in global and regional consular activities and proactively deliver consular prevention and outreach work. As part of the Middle East, North Africa, and South Asia (MENASA) Network, communicating to the wider region and seeing the bigger picture is key to improving the work locally. The jobholder will need to be a self-starter and highly motivated, and with excellent interpersonal skills. They must be able to work independently with minimal supervision and make operational judgements in consultation with senior management locally and in London. In response to a local or regional crisis, the jobholder will also play a key role in managerial responsibility for the Consular Team’s response and deployment. Consular work can sometimes be emotionally challenging, distressing and of a sensitive nature. The jobholder will therefore be expected to demonstrate high levels of personal resilience and maintain absolute consular confidentiality and impartiality.
